Yeah, that's a meme that gets spewed by people who have never been here and know nothing about the place. In fact only 3 cities with a population of 500k and more (there are 14 of them, 15 if we actually include Duisburg which has 499k) have fewer crimes per capita. That's pretty good I guess and far from that meme.

Turks and Kurds (which are for some reason not named in the headline of the article) have been here way before Merkel, especially in the named places. Back when their parents migrated here Duisburg was the richest city in Germany, pretty much the industrial heart of Germany along other cities in the Ruhrgebiet. Since the decline of the coal industry in Germany many of those cities and especially Duisburg slept on the structural changes needed to go from the secondary to the tertiary sector. Now the city is plagued with unemployment and low incomes, mostly in the city's north. The south is doing okay, quite average for a German city, mostly due to it being close to Düsseldorf which did everything right and is now one of the richest places in Germany.
So poor city (especially the north) + unemployment + pretty much all even poorer migrants living in the city's north + underfunded police + bad city management as a whole = this
