I'd call him a ratbag, but rats are actually intelligent and I'm pretty sure a bag of them still counts as a better human being than Duterte. He's one of those guys where it's hard to really insult him because nothing you say will be worse than what he already is

And here we have the crux of what's known as rape culture.
Women are expected to either want it or cover up and men are expected to seek it at all times or be called failures. Ergo, if a woman dresses in anything besides sober clothing then men should be aggressively lusting after them and whaddya mean you're surprised she got raped? Men are obligated to seek sex and any woman not covered up CLEARLY wants it so why are you offended that a man went out and took it?
In the past this was basically the way, boy meets girl, they have sex, they foster a new generation and anyone not trying to do this or things to facilitate this were outcasts and weirdos. But life is changing and people from older generations are still clinging to their points of view that only worked when society, the economy and the way people lived were vastly different and I use the term "worked" loosely.
