How to apply Jarate skin to TF2 characters in GMOD

Hey!
I'm working on a gmod animation that involves one of the characters getting jarated.
I know you can add the ubered skins but I've been searching all day to find out how to achieve this effect.
Can somebody please guide me in the right direction?
Just to clarify: I'm looking how to make a TF2 character model (not first person overlay) look coated in Jarate if its possible.
This is off the top of my head, so take it more as an experiment than a precise method.
1.Get this thing

2.Open up a map and get yer ragdoll.
3.Coat them in a piss yellow color or atleast try to achieve one with the Color tool.
4.Get the particles tool and set it to the piss particles.
5.Spawn particles boxes onto the bones of the ragdoll with right click. (You can hide these with the Color tool)
5.1.If the boxes don't stick, weld them.
6.Profit?
Try this for the color of the ragdolls. Using the regular color tool will just get a really ugly yellowish green effect.

Actually I found a better solution!
There's an add-on called "Hat Painter & Crit Glow Tools" and it had this effect in it (which I didn't see before *derp*)
