You have it exactly right, so I don't really have much to add. The poorer and more traditionalist parts of the country run by kangaroo courts will still act in defiance of the law, and the law and order issues being as they are, not every such case will end in bigots being brought to book. Best you can hope for is that they dont decide to murder you for it.
Anti gay sentiments stem from real problems. Offenders are committing disproportionate crimes on the measurement of them being gay. Such as child molestation, grooming.
Gays are far more likely to have sexually transmitted infections and also then pass it to far more people than straight counterparts.
Obviously, outlawing practices is cruel. But pushing a social justice agenda doesn't help so much.

I think New Zealand right wingers are just incredibly vocal about their politics for some reason. Like nothing I've seen suggests that the countries themselves are super extreme politically but I used to play Warframe with a dude from New Zealand who'd bring political shit up out of the blue unprompted every.
