Even if not quite that level of obvious, what Russia has perpetrated against the US and its western allies is an act of war. Historically the most common and most often accepted Casus Belli has been interference in the private affairs of another country. It's something both the US and Russia have done to weaker nations countless times since WWII, but that Russia's doing it to the US in the 21st century means they're treading very dangerous ground.
Of course, in an age of nukes, declarations of war are more than a little counter-productive. So one can instead count on terrorist groups used as proxies, funded and supported and turned against the hostile state. Or massive psyops campaigns targeting the enemy state, intended to sow unrest and disinformation among its people. Since Russia doesn't have real elections, that sort of thing is less effective there. So good odds that instead of mere economic sanctions, there'll suddenly be a lot more 'terror' attacks in Russia before long.
