This is both good news and bad news.
It's good news because... well, it is showing signs of recovery.
The bad news is that people will see the headline and they'll go "Oh, cool, crisis averted, we can go back to being awful to the environment!" or "See? Human activity has no effect on sea life, nature can heal itself no matter what we do to it!"
Well the coalition government wasn't going wait to see if it was getting better to continue gutting it anyway.
