Students and parents in a Henrico neighborhood learned shocking news at the start of this school year. that introduction. but my favorite part is probably: "Someone said it was electric, I was like whoa," said another concerned parent.
That must have sent everyone a jolt when they found out..

Considering his plot of land being on an easement I can understand why he did it. Maintaining that area and keeping it looking good is your responsibility, hell around my place we cut out into the woods or brush just to make the area look better. But we don't technically own that land. But we consider it part of property due the fact we're actively maintaining it.
"What you don't like kids?" asked Wayne Milby. "Me, I'm a parent and I don't want any children to get electrocuted."  Then tell them not to trespass or at the very least, respect someones land. I get that you have a right to use an easement but that doesn't mean you own the land lol. Electric fence escalates it pretty high but the owner makes a fair point: Tucker does not plan to give in, claiming no trespassing signs do little to deter children from staying away from his yard.  He just seems like a really irritated home owner that is dealing with kids in too harsh a way but I wish we knew more on why he was irritated.
Should have went Old West and just thrown up a barbed wire fence for that rustic aesthetic. But I used to live on the corner of a block with a school bus stop for middle schoolers. It was a fucking nightmare. They would leave bikes laying around or chained to trees, PopTart wrappers almost daily, just stupid shit you'd think parents would have the sense to drill into their kids heads. But they are unsupervised so dumb stuff is bound to happen.
Cant hop a fence or climb through a barb wire fence if it has a current running through it. Good for that guy. Fuck kids, they shoulda stayed off his property long before it got to this point.

Its his property and if your kids cannot read a sign and respect that then do fucking bad. Also you are not going to die from it, you will get a shock from it but it will not fucking kill you, welcome to the world of electric cattle fences. Don't trespass and you will not get a shock.
This. The kids need to learn respect, which they should have learned from their parents. Since they obviously didn't teach them, they get a cold lesson from life.
That might apply had he actually put the fence on his property rather than on an easement well away from his property line. City should tear it down, scrap it and front him the costs for the work.
The city should make the easement not his responsability in that case. But that won't happen. He's expected to maintain it and keep it nice and if kids keep littering, standing on it, dumping bikes and all the stupid stuff kids do then it's more work for him to do on land that isn't even his. Maybe he shouldn't have used an electric fence but the council should see this as a sign to do something about the easement themselves.
I'm sorry but while the guy had a right to protect his property, only a fucking sociopath would set up a fence outside of their property with no warning signs that it is electrified near children. If it was further away and had warning posts it would just be weird and reclusive. But it's as close as possible to the bus stop and is designed to not let you know the fact it can harm you, so this guy was basically baiting kids to get hurt. As annoying as kids can be, if you're setting them up to get electrocuted you're a fucking psycho.
But they won't get electrocuted. it will be akin to a rubbing your feet on a carpet and shocking someone: Once someone touches it, it takes a second for it to recharge. Besides, the amperage isn't any near being enough to do any actual damage. You could argue that it is better than a fence with barbs since the barbs have a better potential for damage if anything.
A non electrified fence is already more than enough to deter trespassers, there's literally no reason to put up an electric fence other than out of spite. Im sorry but when I hear the word electric fences, my mind goes to prisons, military bases and installments, not a frontyard.

But he installed the electric fence on his easement, which isn't even his property.
Guessing they have some form of attractive nuisance laws where this was done so that property owner is screwed if anyone gets injured, even if it is on his own property.
If his city is anything like mine, he is 100% fully responsible for that easement including keeping it clean of trash. In my city, I get fined if city inspectors drive by and see a single piece of trash on my front lawn even if it's not within my property line because I am responsible for that area being well kept.
Right, and that's obviously not a good law; but at the end of the day, installing an electric fence on your easement is the same as installing an electric fence on any other public property.

Oh, I didn't see any signs on the fence in the picture so I assumed it was kinda like a random electric fence with no signage that might get touched sometimes, especially since it isn't really his property.
There is still a small amount of risk which naturally increases the more people hang out near the fence, especially if we're talking relatively reckless children who, besides their obviously weaker constitution, may have extra health conditions the guy is not aware of.
