Its got to be them just not noticing it, even if you search for "pokemon mega" on google play the only thing that pops up is the instantfunz thing and it has no mention of pokemon in it.
Mobile applications as a whole are poorly regulated and it is much harder for someone to think in report. Not many games makes noise and attention even if you slap a well known name on it, and you won't read in forums and dedicated sites if one day this game gets deleted. Uranium, Prism and the Metroid 2 remake appeared everywhere, but didn't appear in the everyday casual browsing until their final release 9 years later. I don't know if Nintendo is actively scooping for content to keep an eye on or if they relies in the news and feedback, maybe they didn't see it yet. Damn, I didn't know the Essentials kit is now affected too, the english wiki was deleted. I have been following 2 really well done rpgmaker pokemon games that I'm sure they will be taken down if they get to appear in any news site.
pokemon uranium is pretty godawful gameplay wise but it doesn't hold a candle to the awfulness that is pokemon reborn
