Cranes leave their brakes off during high winds. Locking them in place creates a lot of force on the structure and the crane itself, so it's best to leave them to leave them. They are always designed to be able to complete a full rotation without being impeded. So while it looks pretty cooked to see it swinging around in the wind like that, it's the safest thing to do.

Dunno if you saw it but theres another video of a crane falling right off a building in the wind. Yes for gusts of wind and most storms leaving them to swing is fine, But this is a storm with almost 300kph winds, which begs the question of why the shit it wasnt disassembled if it cant take the wind. (the one that fell down)
I'm not a crane expert or anything but I assume it's pretty fucking difficult to assemble or disassemble a crane on the side of a high rise. It's not like every crane is Hong Kong and the rest of Guangdong broke apart either. They were probably just unlucky. It's a massive fucking typhoon, shit's going to get broken.
