Rust random stuttering / freezing help please ASAP

While playing rust my game will randomly stutter or continuously stutter at 1 fps and then freeze for a bit and unfreeze. But it also will go without freezing or anything for a while and have 80+ fps on simple graphic settings and then at random times making the game pretty much unplayable. It does not do this on any other games i play like payday 2, the forest, call of duty ww2 and others. I have looked for weeks on suggestions on how to fix nothing seems to work so i have resulted to asking the public ( i have tried lowering settings to potato. ive reinstalled, validated game files, I also thought it was my internet because whenever i had dropped fps my ping would spike up so i bought an Ethernet cable and tested my ping and it was 14 but still froze and spiked ping). If anyone knows what is wrong please let me know asap

could be over heating of cpu

honestly it really might be overheating, I've suffered it once and the symptoms were as you've shown. then again your specs are below recommended
