Not a single clue
There are apparently some difficult to reach ocean-floor minerals which might prove to be of significant value, but are as of yet not economical to acquire. Not sure if a seabed-city would solve that problem though.
At least, I thought I remembered hearing about something along those lines.
All the Libertarians can go to Nuytten's Rapture, and all of the conservatives can go to Burre's Columbia.
I for one welcome this idea.
I guess my biggest question is "why?" Unlike, say, space exploration, ocean cities are fighting against a lot of problems like water erosion, rust, drastically higher pressure, and so on, with little pay-off; at least with colonies on the moon or mars, you're building up experience and knowledge and protocol for colonizing planets outside of our solar system that may have vast resources that the mars or the moon simply don't have. Underwater cities just seem to be filled with complications and challenges with few rewards in the long-term.
