I'm guessing the "Justitie" is for the Dutch Ministry of Justice? Strikes me as a funny way of abbreviating, would be like marking FBI jackets "Investigation"
'Justitie' is often used to refer to the government services that are tasked with enforcing the law, the ministry in general, but also the judiciary sometimes. It's not really a formal abbreviation, though I guess they do issue vests with 'justitie' on them.
Justitie is pretty specific for the Dutch ministry of Justice. The regular word for justice would be "Gerechtigheid"

Doesn't need to be. They just need to have a momentary lapse and someone could be killed. Soldiers and police are normally trained to sling weapons over their back just for that reason when handling prisoners.
Sure, but the odds of that guy actually managing to do something are sublime. The few times I've arrested someone they're generally scared shitless. Once realization and the fight-or-flight mode kicks in you'll immediately know if a suspect is going to resist or not.
Had he been a threat he would be lying facedown into the ground.
