Even more confusingly, they shut down BBC Three a few years ago and it's now just an online Netflix-style service. A newcomer to British TV would flick through the channels, find BBC1 BBC2 and BBC4 and wonder where the christ BBC3 is

Government funded broadcasting corporations often have multiple channels (usually labeled 1, 2, 3 etc) that cater to different demographics in society or each serve a different part of the task that the government has given the broadcaster, like news, sports, youth programming etc.
I just want Paxo on University Challenge back so he can be a dick to 18 year old students.
We do have 4 major networks (ABC, NBC, CBS, FOX) though that often have their own subsidiary channels.
not to mention cable networks that have their own subsidiaries (A&E, Discovery, etc...).
PBS also has versions for different states. WGBH in MA for example, or CPTV in Connecticut.
PBS is sort of a weird one. We do have 3 PBS channels through SDPB, but there is also a few for Pioneer in Minnesota. Its sort of janky since they sometimes have the same shows through PBS, but they also have their own original programming.
It's a crime they're only available to watch in 720p.
Channel 4's have always been my favourite.
They have some of my favourite original programs too, like Skins (season 1&2), Utopia and Humans.
It's not that confusing really. Each BBC channel focuses on different things and age groups. Though they are all general purpose channels that show a little bit of everything.
BBC 1 is their general purpose "everything goes here" channel. It has the news, their dramas, some of their comedy, popular game shows, politics and any religion based broadcasts (last I checked songs of praise still runs on it).
BBC 2 targets a adult age group, but usually only broadcasts the lesser popular things. More niche game shows and panel shows, documentaries, etc.
BBC 3 targets young adults, with a relatively heavy focus on comedy and imported shows (they had broadcast rights for Family Guy for an extended period of time for example). But some of their original content has been pretty good. Hence why this one moved to an online service, as the target demographic are more active there.
BBC 4 targets a much older audience. Documentaries, classic TV show repeats and repeats of older BBC documentaries mostly.
BBC 2 being rebranded to try and survive in the Netflix era isn't quite the same thing as BBC 3 being moved off the broadcasts entirely. 2 hasn't have an image update for quite a while now, and an injection of new content from renowned creators like Booker should help quite a bit.
