A colonel isn't that odd for intelligence work. You want competent people with wide reaching authority to act. There's a reason James Bond is a commander in the Royal Navy. Commander is equivalent to Lt Col.

They finish it off with the statement that it hasn't yet been verified, which I guess is true as I don't think the UK intelligence agencies have commented yet.
