Car culture. Tbh there are studies that show more road infrastructure will just increase traffic and probably won't resolve the issue.

To be fair, that was the official diversion. There were others that were shorter, but not preferable for locals and so not permitted by Highways England.

Well considering local roads aren't designed for freeway level traffic I'm guessing people will realise it's going to be a huge fucking traffic jam if everyone takes those roads.
Exactly. The local Councils would write very angry letters if the signposted diversion made their residents unable to move for the traffic.
