I'm pretty sure that speech was contrasting authoritarian societies with the ideal state of a free society. He was saying that subversion, intimidation, cover-ups and assassinations are the hallmarks of authoritarian regimes and that his administration, and broadly american society should have freedom of information and discourse. If you hear the word "conspiracy" and you immediately start thinking of "Deep State," "Zionism," Illuminati or Freemasons, you're probably a complete nutter, and should take a step back to re-interpret.
