Can confirm I smell it near Camden/Regents park earlier. To me it smelled like gun powder/smoke grenades and I just assumed there was a fire nearby.

Yeah sure, I agree. If it was that bad and causing serious discomfort then I would. But for something that smells like burning rubber, probably not. Maybe a non emergency line.
People were apparently calling 911 when Facebook was down a few years ago
999 is for calls that are 88% more dangerous, so we only call 999 when our kettles break.
