I listened to a very interesting podcast episode mentioning this kind of thing recently (in German, sorry).
Apparently, people turn up with carved swastikas here all the time.
Most of the flipped and/or not horribly shaky ones are self-inflicted according to it. (Unwilling victims seem to generally struggle so much that the shape is extremely crude.)
Police usually sorts them out quickly before the case goes public, here. I'm not saying this is one of these self-inflicted cases but grain of salt.
This is what these kinds of people do. Taking everything at face value and ignoring any kind of context because "durrr if you look it up it's actually.." while desperately attemting to look smart arguing that it's alright to call people "bundles of sticks" or there can't be anything wrong with using niggardly or shit like that.
