my gpu runs at 100% but changing settings doesnt matter?
my cpu never peaks about 25%. only at 11% in game rn

You tried updating your drivers? I'm sure if you can figure out you the GPU is ato 100%, you'd solve your issue.
Just in case, try running a virus check

If something's making your GPU run at 100% unexpectedly, I'm thinking it might be a sign of a malicious crypto miner or something.
