Voters are being asked two questions, including whether they would prefer to continue with a first-past-the-post electoral system or switch to some form of proportional representation. They can also rank three different forms of proportional representation in order of preference.

maybe it can snowball across the rest of the country and highlight the hypocrisy of Justin Trudeau in that regard.
Well sadly but funnily that their provincial Liberal Party that even separate from national mother party for few decades as to be province's centre-right party is still agreeing to keep current voting system for allowing them to win.

Ranked choice votes (usually) aren't for proportional representation though, you use them to fill one position with a consensus candidate instead.
The Canadian province of British Columbia is currently in a mail-ballot referendum to decide what form of vote tallying provincial elections should be held in. If successful in shifting to a different system, this would be the first province in Canada to abandon first past the post.
