In game Voice receive slider not increasing voice volume?

So when playing Gmod connected to a server I cannot increase my voice receive volume using the slider in the options menu. For example when playing on a CWRP server to be able to hear someone next to me ingame I must increase the game volume slider in the options menu to defening levels. For whatever reason the voice recieve slider just doesn't work. If I turn it all the way down and hit apply I can still hear people. I've tried everything to fix this. Reinstalling, adjusting the steam voice options etc. I've searched everywhere for an answer but couldn't find any. I'm at a loss now and would highly appreciate any help.
