I have 90 fps on all max settings 1080p, but every ~10 sec my fps drop to 30-40 and go back.

I had that issue once with Shadowplay, make sure it isn't abusing your hard drives. Happened to me when I accidentally had it doing temp recordings on a poor SSD that started thermal throttling due constant writing.
I relocate all with shadowplay on hdd, and tested rust at low settings. Btw rust installed on nvme ssd. And i still have micro-freezes like i have 120 fps and drop it to 90.
My game does not start at the maximum on the settings. only on medium 1080gtx
