Venice is definitely sinking though. It's a mixture of climate change related things and the city is actually sinking.
Well to be fair, all building's sink to some degree. Certain soils have a tendency to delay this effect considerably depending on where the water table is located, to the point where it can take 30 years before 90% of the settlement is complete.
The city is actually sinking, mainly because it sat ontop of a huge oil reserve and then the pulled it out all leaving the city with some large holes underneath and the dirt caves have been flooding and collapsing slowly.
Its amazing that sinkholes haven't formed.
