I have no clue why you phrased it like that lol, but if you're asking if fish can be farmed, yes they can.
No I mean lab grown meat.
fish farming is well established and much easier than tank meat, the issue is locating large farms in places where they're not detrimental to the rest of the ocean or body of water.
I'm currently just over a week away from entering this industry myself, and I go in with a heavy heart for this reason. I'm an advocate of nature conservation and this does go against that, the reasons for me going into this industry (only for a year or two) is simply for life experience. From the research I've done, overfishing in many aspects has little to do with demand but more the pricing of the fish itself. Fishermen are required to be pulling out copious amounts of fish out of the water just to garner a living wage. While much is not wasted, it is typically bought up by huge food companies to make into processed fish food and the like. If we wanted to fix this issue, the problem isn't all that complicated, increase the price of fish at market in countries where there are many alternative sources of food. It doesn't need to be as cheap as it is and while we have implemented restrictions as to the size and quantity you can catch, we have not increased the income for the fishermen themselves, so they really have no incentive to follow these rules apart from the hefty fines and prison sentences that are threatened. The greed again lies with the big food corporations.

We are having this issue because people want fish. You can't talk about price without looking at demand.
I really don't see a biological reason it wouldn't. Purists will probably kick and scream even more than before (they already hate fish farms,) but even if lab-grown fish meat only reduces natural consumption by like 80% it'd still be an amazing success.
It's already too late for many fish species.

Honestly, it should become mandatory to sink any ship found illegally commercial fishing. The Chinese are fucking notorious for it, and everyone should be sinking these ships after arresting the crew.
The problem there is that China disputes just about everyone else's waters as theirs so it's not the best example.
From the article it sounds like we are headed there. Though I wonder how much would be for species protection and how much for resource securement. I guess it depends on the country.
The Chinese are fucking locusts, I've heard accounts of them going as far as South America to poach fish then throwing a shitfit when their engines get shot out by that nation's coast guard. Nations need to form some kind of mutual pact to slap them back inside their own waters and nations like the US should back them up so they can't throw their weight around militarily.

Farmed Fish is actually something humans have done since the earliest civilizations. Tilapia is a notably famous fish that was farmed by the Egyptians, the issue is that when you tell someone the fish is farmed they think of the absolutely disgusting(its gotten better but not by much) farms out in South East Asia. South American farms are switching over from open pool to close loops system which actually keeps a lot of the pollutants out. The biggest issue with Farmed Fish is that they don't get nearly the exercise so they end up developing more fat on their meat and require dyes added to their food because the pellets do not give the natural coloration of fish we're used to.

Cant have fish farms if we deplete the wild too much either, so we are fucked in that regard. Fish farms get their breeding stock from the wild since the offspring bred in captivity have terrible yeilds of offspring thanks to degrading genetic quality.
I know we're working on deploying a drone system over here to monitor our EEZ as its one of the largest in the world and carefully monitored.
They should have weapons to sink illegal fishing boats too

except for you know, the copious amounts of bycatch. problem with this tho is that many places in the world use fish as their only, if not one of their major, sources of protein, just because of their location. It's a very multi-tiered issue.
Who would have thought that the first of the great resource wars might be fought over fish...
