Hello please could anyone help me i have rust on lowest settings and still not going over 50 fps i have GTX 1060 i7 7700HQ and 16gb ram no matter if i do biggest or lowest setting still same fps also the game is lagging like a shit for me for the past 2 months like i mean big ass fps lag spikes everzy like 20 seconds i have from 50 fps to 0 for like 1 or 2 seconds but i makes it impossible for me to go into fight with someone if somebody could help me would be awesome here is the screenshot of my fps graph from geforce experience:

Since you are playing on a laptop, you could be thermal throttling and not getting the full power of your GPU or CPU. Also, you could be having other processes running in the background sucking your resources and dropping your performance.
I suggest doing the basic diagnostic steps: check CPU/GPU temps, check Windows task manager for CPU/GPU utilization (watch for those background processes), try to see if this happens with other games. Also look for driver updates, and run anti virus and anti spyware in case you have one of those crypto mining viruses.
