Without oversight for so long, who's to say that people in charge haven't been siphoning money from the military's virtually limitless budget into their own pockets for decades?
It is either straight fraud or it is beyond black budget programs that is funding god knows what.
Issue is the money's unaccounted for. If it was used for classified projects it'd be marked as having been used for such.
I would nearly want to say theres beyond classified in the case of the US government even with the black budget stuff.
Getting the Department of Defense under control would be the biggest government undertaking since the New Deal tbh.
