The first half of the sentence made me think Serbia was finally making getting a bit more honest about their history, then the second part of the sentence hit. But... I mean, I guess it's still a step forwards?

I wasn't judging the entire population - I was just saying that it doesn't surprise me, and I added some statistics to support my assertion that this belief is rife in Serbia.
It is fair to say "Japan denies its war crimes" even if not every single person believes that because enough of the population do.
Same with Serbia. Serbia still, on the whole, denies all its crimes and still insists it was the good guy. And that Kosovo is Serbian.
