I don't doubt it, what I was getting at is I haven't in my lifetime so far seen a world leader who would go out of their way to be "at the frontlines" so to speak. One that did would be a very welcome change imo.
What do you want him to do go out there and spray a garden hose? Sending him into an active disaster would be the stupidest thing anyone could do. Im no fan of the guy but expecting him to go there is ridiculous.

the funding That was supposed to prevent this sort of thing from happening and he threatened to cut it again during the fire because we were being mean to him and didn't vote for him
Transporting the president into disaster zones is a bigger burden on the people suffering then the benefit they would get from having them help with stuff that doesn't feel like a photo op. That's why you always see them at Aid centers taking pictures with victims and stuff and not out searching and rescuing. First of all, they don't know shit about it and would get in the way of saving lives, second of all, they have to have an entourage of armed security going with them everywhere which would also get in the way of real work. The presidential motorcade has to be escorted by local police which drains resources, and Air Force One (whether they use the 747 or not) has to have around the clock security wherever it lands.
In short, the President is a security nightmare and would just get in the way of real help.
Fair enough, I guess a better question would be if the president had the ability to basically say "hey stop following me around"
