My steam account got hacked last night and steam gave me the account back today but it has a permaban in game. It says i was playing rust 2 hours before i got my account back, is there anything i can do to prove it like the recovery emails or a way to appeal a ban?

also what the fuck, you cant get vac banned for mods in left 4 dead 2, only hacks. I think you're bullshitting us and as such we will not be restoring your account.
If you buy rust again on a new steam account, you will be rebanned.

What a lovely reply can i ask what makes you think im bullshitting i have tons steam recovery emails proving my account was hacked my steam ticket that i used to get my account back and as well as i cant trade for 15 days because steam forced a security reset. Aside from that my IP is different from the one used yesterday when it was banned (steam sends the ip of the location where the account was signed in) and i would not want to buy another copy with that horrible of a community response

If you're telling the truth then this should be a straightforward process, EAC/VAC rarely do false positives.
With that said, "Banned for Left 4 dead mods" ? That really is a terrible excuse. You can replace Coach with Shrek or whatever and you wont get the ban. The only "mods" that will get you a VAC ban are aimbots and shit.

You would have to contact Easy Anti Cheat about this. Nobody here on the community forum has any sort of authority over game bans. Though your odds of getting this appealed are low as in the end it was your responsibility to secure your Steam account against getting hacked.
"My steam account got hacked" is one of the goto excuses for this kindof thing. I imagine it's incredibly hard to hack something with two-factor identification
