No, no, it's nothing like that. People generally don't find their way onto the White House grounds without good reason. "Skulking" probably wasn't the right word. From what I recall it wasn't made out to be that big a deal. I wouldn't make much of it.

these rules are completely unnessisary as they can just file a complaint with the WH press association which can actually punish networks, further they still insist a reporter breaking an arbitrary rule is suddenly a security threat, because the hard pass isn't their press credentials, that's their credentials for the secret service to let them on the grounds.
