Yes. Stalin did twice actually in 1939 and 1942 (Hitler did in 1938). Other choices of less than admirable persons of the year include Nikita Khrushchev and Ayatollah Khomeini.
In general the choices are more often positive than negative though, which can explain at least partly why it's often perceived as a good thing to be named Time's Person of the Year.
