To me, he looks more like he's scratching his head in confusion tbh. I'd be confused too. After all, why is that explosion there when Cadia Stands™?
Because he already killed everything and doesn't have much else to do.
The planet still broke before the guard did. He ran out of things to kill. So he just had to wait for the planet to blow up, so that he could go kill more things. That's what it is to be a guardsman.
