But does he have a licence for that suspicious behaviour?

I can see why they didn't arrest him then. That sounds suspicious enough to make me go 'hmmm' and take a closer look, but then say 'I must be seeing things' and go back to my routine

Yeah, I agree. Coins and ducks are pretty damn suspicious but when you approach him and he just crouch walks behind the nearest wall or couch, you can rest easy as that's not suspicious behaviour at all.
