It's a job that everyone hates and will most likely get you ostrasized from society... But it's a job that must be done.
My family has always rescued ferals and turned them domestic, but it's a process that could never be done on a mass scale. Such animals require devotion and willpower from their owners to remold them into somewhat domesticated critters. It can take months, if not years of constant practice and training. It's because of this that we have catch and neuter programs, but those only deal with stopping new generations of ferals, with the ones you already have you get very few options... This is sadly the most effective.
