Those are animated JPEG's.
And how do you animate a JPEG file?

As far as I know, one of the authors of those two particular addons is and-or was part of the Garry's Mod development at some point, which might explain how they managed to do it at the time, not that anyone really knows exactly how it was done. More on that in this thread. The publisher for Garry's Mod doesn't really let you send anything other than jpeg over, unless you somehow "trick it" into believing a .gif to be a .jpeg, when in reality .jpeg doesn't even have that support in the first place. Even the server caching host (akamaihd.net) *claims* that it is a jpeg if you pull the gif to your preferred browser and then thoroughly read through the URL. All of this aside, you shouldn't really be aiming towards posting gifs on the workshop, as a lot of people are probably going to find it pretty distracting while they are browsing through the page, should enough of an audience eventually figure out the process behind all of this. You can express plenty with just a 512 x 512 image.
