It's the "SPIDERMAN AND ELSA SHOOT THE JOKER AND FART" phenomena. People release videos with all encompassing tags and popular characters to try to attract as many young browsers as possible, presumably for ad revenue.

It mostly works. but if you don't want these kinda videos popping up, you can use approved content only and make a whitelist. Doesn't stop 99% of them from having creepy as fuck animation though
I swear I remember reading somewhere that Toys In Japan is actually a parody account of all of the actual weird as shit videos, but they're all so fucked up that it's impossible to tell that unless the creator was literally putting giant red bold text stating that it's satirical all over the videos.

These videos are aimed at young kids whose parents decided to shove a tablet in their face to entertain them. If you go to the comment section of these types of videos, you'll see a lot of nonsensical comments written by young kids jabbing their fingers onto the keyboard.
I recall seeing a picture a while ago of a large office space in India(?) with tons of workers making these copy and paste videos to maximize the ad earnings.

Probably has something to do with "kids" in the title, probably artificially inflated with fake comments and "likes" and the colors and familiar characters grab kids attention.

On this note though, it's super fucking weird how accustomed children are to touch screens already. I was watching my youngest nephew when he was about a year old, he was being fussy so my sister gave him her phone with youtube on to settle down at a restaurant. (no volume, kids are usually good about it)
So I watch him not only scroll down in the app knowing where to find what he wants, but he KNEW how to use the app (find category, scroll horizontally once you get to a group) I was blown away.
I still remember interacting with an ipod touch for the first time in like 2009. I was like what the fuck is this shit

It works because kids are easily entertained by things that are loud and colorful. The reason all of this exists is because shady companies realized they can rake in ad money if they just shovel out content that appeals to children too young to really quite understand what they're seeing. They also use known cartoon characters that kids like. Some of them are put together by teams who just cut and paste things around a bunch, and some are fully automated and just select a pre-made choreograph, pre-made song, pre-made models, then record, upload, repeat. The results range from strange to horrifying.

When I was an elementary school teacher's assistant, I was shocked by how often parents would just hand their kids their phone to shut them up. There would be toddlers, 3 and 4 year olds, who would cry if they didn't have a screen in front of their face at all times. The more the parent didn't seem to give a damn about their child, the more I'd see the kid playing some Skinner Box tap for coins game preying on people's weakness for addictions. Either that or YouTube would just loop on auto-play (which is enabled by default) and constant garbage would be cycling.
I work in IT now, my life lives and breathes tech. Despite this, I really hate what technology and social media is being used for, regardless of which generation you're from. If me and my partner ever had a kid we wouldn't permit a smart phone until they're a teen. Wi-Fi only devices until then.
I'd want to give advice on identifying reliable sources online, how to avoid time-sinks and addictive time wasters, encouraging finding media that challenges and engages them rather than numbs their mind, things like that. It'd probably go through one ear and out the other the first few thousand times (I used to teach, I know how it is), but damn if I wouldn't want to give them a sporting chance at recognizing that crap.
