Jim Justice on Tuesday appointed Jill Upson, a recently defeated Republican state delegate, to serve as executive director of the state's Herbert Henderson Office of Minority Affairs.  The Office is charged with reviewing research on policies that disproportionately affect minority populations, applying for and awarding grants, and making recommendations to the governor and Legislature. In October, the National Association for the Advancement of Colored People (NAACP) West Virginia Conference called on Upson, who is black, to resign over her super-PAC's radio ad, which stated that "white Democrats" would "take us back to bad old days of race verdicts, life sentences, and lynchings." Upson, who did not return a call Tuesday, chairs a Republican super-PAC, Black Americans for the President's Agenda. The PAC released a radio ad for an Arkansas Republican in which black women are speaking about sexual assault allegations against Justice Brett Kavanaugh. One woman said, "The Republicans know that it's dangerous to change the presumption of innocence to a presumption of a guilt, especially for black men... what will happen to our husbands, our fathers, or our sons when a white girl lies on them?" "Girl, white Democrats will be lynching black folk again. "We can't afford to let white Democrats take us back to bad old days of race verdicts, life sentences, and lynchings when a white girl screams rape."  The WV NAACP accused the PAC of attempting to "create a hostile environment between black people and white Democrats" and of "exploiting the racial divide in America." The West Virginia Democratic Party sent a statement calling Upson's appointment, as well as the appointment of Ed Gaunch as state commerce secretary Tuesday, "politically motivated consolation prizes."
they're beyond tone deaf now. this is just antagonizing people because their guy didn't win.

Seems like the ad is banking on the idea that nobody has paid attention to politics in the last 50 years. It's not Democrats that want this stuff, it's not even most Republicans, but for the people who do advocate this, they vote Republican.
It's meant to cause fear, uncertainty, and doubt among black people. It worked in Missouri as their Dem senator just lost reelection.
