So I came home to see the little patch that went out today to make the Clatter helmet craftable & fix the Launch Site puzzle bugs.
The update stopped downloading at 51.3MB and said it would take an additional 3 hours and 36 minutes to download. Four of my other games downloaded and updated with ease. So I tried to logging out/trying again, restarting - same thing: it stopped at 51.3MB
So I decided to uninstall/reinstall. Terrible idea. It's now just sitting at 0% for pre-allocation
