"Obamaphone" is actually lifeline and was created in the 80s...under Reagan. Lifeline also helps subsidize rural telephone service so uh?
California already has a tax on prepaid services called an MTS surcharge. This is ridiculous.

it plays extremely well to rural folk. I was at a shop in the middle of nowhere where the owner was going on and on and on about the obamaphone....as he was helping set up a budget cellphone from one of the companies that takes funds from lifeline.
