Rust server dedicated how to fix

my server dedicated this config
Dual Intel Xeon E5-2430 v2 -> 24 Nucleos
252GB memoria Ram
4x1tb ssd
1Gbps Link
firewall disable
with the following errors, it goes offline and online all the time in the list of servers. and uses all the CPU I have. being that I have 24 cpu.
