It won't kill people, but people on their back vomiting while knocked out will drown. Russia did something similar during a hostage situation and a shit ton of people died because of it

Russia isn't the expert you want to call in if you actually want people to survive these type things. Considering open streets to a theater and you can see why people actually might have died due the fact having a noxius gas inserted into the room. Which had armed men, thus would cause them to react badly, that and if we assume that people would panic at the sudden insertion of said gas, then that's a recipe for disaster compared to this being used in an open air enviroment.
I mean people have always been a little crazy, but "nowadays" kinda just slipped from my fingers.

Teargas is p.much used by almost every LEO here in the USA.
They keep throwing it out like it's strawberry juice spray, too. You can have a regular conversation with an officer and get gassed on the go if they feel like it.
It doesn't take anything for cops to use tear gas here, they just have to feel like it. They think it's an acceptable way to greet someone, too. They'll never face repercussions over this so they just keep misusing it.
Hell is too good for these people.
Obviously all the rioters have to do is formally declare war against the government, thus becoming protected under international warfare treaties!
Clearly the solution is to build up resistance to tear gas by cutting onions repeatedly until you can resist the urge to cry.
