"Attrition through enforcement" is a lovely little concept dreamt up by Kris Kobach in which you make life in the U.S. so excruciatingly difficult and dangerous for immigrant families that they actually self-deport, thereby saving the federal government the trouble of actually rounding them up and exercising force. Subsequently it also deters potential immigrants. It's a very efficient system, very effective, unfortunately it's also pure evil.
Unfortunately no citizen is actually entitled to life, liberty, or the pursuit of happiness. That's in the Declaration of Independence, not the Constitution, and it has very little legal standing. The Constitution only provides "the general welfare".
Witness the absolute sociopathic bullshit coming from certain White House/GOP officials that said that the death of a seven-year-old in US custody was "a warning" not to emigrate to the US.
