Yes, the block is just DNS level. I doubt there are many on this forum who do not know how to change a DNS, but if so read this. Even though it is just DNS level, this block will drastically reduce the amount of casual consumers of anime who would have otherwise used domains like http://kissanime.ru/ to stream.

On one hand I am grateful they are so inept that it is just base level DNS blockage which they are thousand tutorials to easily bypass, on the other,
I hate the fact that, when they discover that people still visits the sites just using alternative DNS, mirrors, proxies or VPN's that they never seem to stop.
(because lets face it, simple blockage can be easily circumvented and the desire for that doesn't disappear just because they have been blocked)
The fundamental way the internet is built makes it really hard to completely filter out these data streams,
even China has problems still killing off Tor and stealth VPN's because of masking and obfuscation techniques.

Back in the day i used to use it on my work breaks because i couldn't exactly torrent things in the workplace and it was a pain to preload shows onto HDDs, plus crunchy-roll and such was not a thing yet. But its relevance now has pretty much diminished.
