Hey, I can see that wipeless Rust is on the roadmap next and I think I've come up with a pretty intuitive solution.
Tie the BPs in with a Tool Cupboard; this means to maintain your BPs it'll require constant upkeep and attention, and members of your group can share them if they had TC access and are in radius. This would require another slot in the TC for a physical blueprint, and because there's a physical blueprint in there it gives raiders more reasons to raid - absorbing the findings and progress that the raided base once had, and discarding ones that they had previously. Because the tool cupboard contains the BPs, this will make it all the more important to centralize your base around, and whenever you get raided your group will have a fresh wipe. This, along with decreased crafting times, will promote crafting within your own base.
This could be tied in also to your interrogation roadmap - perhaps you could interrogate someone into leaking what BPs they have in their TC until you can find someone with a blueprint that you want.
