So someone on my friends list just proposed some work for me, saying he can pay me in TF2 items. He introduced me to TF2 Violet and said I can pick a winner or something. He then said he can have me win the thing whenever I want. I really don't understand what's going on here but something tells me this is messed up somehow. I need more information. Is this normal?

Due to how common this is, if you have to ask it is a scam. And someone saying you can pick a winner to return the favor later is enough to mark it as scam. There is also a big chance he will say he will report your account to "his friend the steam admin" if you refuse. Which is of course another lie.
Even if a jackpot site isn't outright a scam -- that is, they actually conduct bets and don't immediately steal your items -- you'd be an absolute moron to associate with them in any way whatsoever.
