Rust Recyclers and Vending Machine don't spawn on my server

Like the title says The Recyclers and Vending Machines on my server don't spawn and are non-existant in any location where they may occur - has anyone else experienced this problem and how do you fix it? I'm running rust on Oxide with these plugins AdminPanel AutoDoors AutoFuel BetterChat GatherManager GodMode NTeleport StackSizeController Vanish
