I thought they cost as much as a high-end luxury car anywhere? Even the affordable version is twice the cost of a regular car.

I think they're attempting to make them visually distinguishable from ICE Vehicles but I may be wrong
Most automakers simply don't have the capacity to produce long range EVs on the quantity Tesla are yet. VW are working towards more budget tier EVs and investing a lot in a battery supply chain to handle it.
But in regards to Singapore they slap the Model S with an additional $15,000 tax surcharge ontop of the normal car taxes. Even for a Nissan Leaf it costs the equivalent of $200,000.
What people might not know, it is an absolute luxury to own a car in Singapore as the public transport network is exceptionally good there. It does not help that registering a car in Singapore costs sometimes more than the car it self, plus it gets even more expensive if you try to register an older car or re-register a car after the allowance expired.
They are also limiting the number of car licenses (not driver licenses, actual car licenses) so registering a car is really hard and only the ultra rich can afford it.
So yeah, I can see why in general car makers are not as welcome there.
The rare ones over here that I actually see, are PHEV instead of EV, too.
It's a pretty good compromise for Finns though, commutes tend to be pretty short so a PHEV will run electric for a lot of the time.
While Tesla contends a lack of support from Singapore and is establishing a factory in China, Dyson Ltd. said in October it will set up its first electric-car manufacturing facility in the city-state. The plant by the British manufacturer -- known for its vacuum cleaners -- is expected to be completed by 2020 with a goal of rolling out its first model by 2021 as part of a 2 billion-pound ($2.5 billion) effort to expand into automobiles.
So basically Singapore's already got the EV thing covered and Musk is just buttmad he was beaten to the punch
Dyson building an EV factory in Singapore is completely different than Tesla (or anyone else) selling cars there.
Doesn't mean we are getting it in the local market. Chances are the Dyson cars are for export to places like China.
