literally yes. Trump is accustomed to feeling like the big boss man so he fully expects to be able to simply order the IRS to do something, and have them magically do it. he literally thinks he can cut their funding to 12% and order them to operate at 100%. this is the president of america.
In a fucked up sort of way it makes sense to say this with no intent of backing it up since people are just gonna see the headline and not think about how the fuck the IRS is going to pay us with nonexistent funding.

I hope he suggests that the IRS should just borrow money in order to pay out the returns.
this doesn't really make much sense because the IRS isn't paying you your refund, those are excess funds they take in from the withholding schedule and then return to you, its not a budgeted item.
The other problem is even if you order then to process the returns, who's going to do it, the IRS is at 12% of its staff right now.
even if they do bring back people there's a whole new raft of tax laws that will generate lots of questions that nobody is answering
