Introduce a new yellow keycard. Why yellow? Because they're golden tickets.

Every "major" monument has one in the hardest to reach area
the card is consistently there from the beginning of the wipe, so first come is first to get the card.
EXCEPTION: The outpost and bandit camp both have ~5 tickets being sold for a ABSURDLY HIGH amount of scrap each
The first helicopter and Bradley kills will also have a golden ticket in them
if a yellow keycard de-spawns, a random monument has the card added back to their loot
Add "Bunkers" to the Outpost, Bandit Camp, Airfield, Harbor, and Military Tunnels
Bunkers are small, inconspicuous structures about the size of a 2x3
Bunkers have a unique door that makes it so that only one player can enter at a time, with the door closing behind them
Normally, these doors will be closed
24 hours before wipe, the outer bunker doors open and some kind of screen displays how many "slots" that bunker has
The TOTAL number of slots across all bunkers is either equal to or less than the total number of yellow cards in game
a player who enters a bunker has 15 seconds to slide a yellow keycard in the slot on the inside before turrets activate and kill them.
player corpses inside bunkers are auto looted and everything they were carrying is shot out of a dispenser on the side
once all items have been removed, the outer bunker door re-opens
A player who swipes a keycard open a floor hatch in the bunker, if they go in, their character is "SAVED" through the wipe
Saved characters start the next wipe with some bonus, maybe they keep their inventory or blueprints?
Add a Big Ol Bomb onto the map with a timer counting down to wipe
because why not?
when the timer goes off, big boom, and radiation across the island goes lethal, all player structures are destroyed.
a minute later, wipe.
Eh? I personally like this idea because players will want to get and hide their golden tickets till the bunkers open, then players will camp around monuments where all hell breaks loose as people try to "win the wipe" by getting in the bunkers.
Bases are wiped to free up land. Inventories and blueprints are wiped as database changes can cause characters to be unable to load because of invalid item ids or trying to load an item that no longer exists. I'm not sure if its ever happened to you but being essentially locked out of a game for a few days because an item was removed from the game and you keep crashing because it tries to render a now non existent item everytime you sign in is not fun.
Your ideas would be better suited to suggest to an individual server that is capable of such custom content rather than trying to pitch it to be part of the game.

ahhh but the possibilities.... like, IF things could be done, all buildings get destroyed, then, after a beat, the bunkers just re-open and the safe players just pop out to start things anew with a MAJOR edge..... le sigh.
But ya, maybe there's a beefy custom server that could handle this better...

lol, nah, Its kinda similar to the last idea I had, but this one's simpler and would be way easier to implement.
The other one, I was saying it'd be cool to have like a submarine and an airship pop on the map and the entry fee would be a crap ton of resources which would only be buyable 24 hours before wipe. there was a system where players could buy blueprints to know at the beginning of the next wipe, etc, it was just a bit much.
Way more crunch, and really just too much development for too little payoff.
I keep coming back to the idea because I know it's somthing the devs want to do but the game already has an established feel and flow.
Trying to add in an aspect of cross-wipe progression is tricky without fundamentally changing the game in some way.
I figure however it's done, it should be done in a way that retains the current fresh slate wipe feel for the most part, but gives a select few a decided edge over other people that they could still lose by the time the next wipe comes around.
I have the feeling only big groups would actually transfer characters with this method. Technicalities apart, this is fundamentally wrong, it is still a wipe, only a few select people can "skip" it; It is also flawed when it comes to balance: During the month big and organized groups will have much easier access to said cards, and even if a smaller group or a solo get said card and reach the end of the wipe with their shit, the big zergs would absolutely control the map, and the exception would be one dude fully kited against wood armor guys. In the end most ppl would quit because it's just unfair, and the guys that skipped the wipe would get bored out of their minds and hop onto another server. This isn't balanced, it's a way of killing a server. And don't give me the "Oh it's just an idea that needs refining!" because this is literally wrong in fundamental levels: How would you balance 2 groups of people, where one would constitute 5% of the population, maybe less, having every BP while others have bows and crossbows?

You're right, this idea is flawed, for the exact reason you mentioned.
This gives groups way too much power... however this is done has to be done in a way that keeps solo's and groups on a similar playing field they are on now.
.... Well crap. Ok, back to the drawing board... A cross wipe progression system needs to avoid resource and blueprint retention, because any advantage like that will result in clan snowballing. Noted....
A purely aesthetic option would mess with the skin market a bit too heavily so that may be out of the question... so a sort of unique mechanic of some kind would have to be introduced if any kind of reward scheme is in play... and the method of reward should almost favor solos.... oi.

It is actually possible for the admin to "buff" it.
over the last few updates , I've managed to pull old copies back into the new updated server, not saying it will work everytime, but as long as there is not "exploits" cave ETC
then it seems possible to do it.
However for this to be long term then a single server solution won't do it, it would need to be more like "EVE", though how to handle transportation to different worlds.
