The other side has “UNITED STATES SECRET SERVICE” and “ESSENTIAL PERSONNEL” printed on it. Challenge coins are historically collectable pieces of recognition that originated in the military, but have recently become more popular with civilian agencies. Secret Service agents told CNN last week that the lack of pay is hurting morale and affecting daily operations as they continue to carry out their mission without pay. Parts of the government have been shut down for more than a month, with no end in sight. The Secret Service, which falls under the Department of Homeland Security, employs 7,222 people. Nearly 6,000 of them are working without pay and more than 1,200 have been furloughed since they were not deemed essential, according to the Department of Homeland Security’s shutdown plans.

I can't get the article to load on my phone but the use of the passive voice throws into wide question WHO is distributing the coins. I have the distinct feeling that the coins weren't distributed to them by the President in exchange for the cost, but brought in by an affected member of the Service as a show of solidarity among them. The real insult is that these coins have a reason to exist.
I figured the point is Secret Service members venting their frustrations about having to work for free. Maybe it's just being an Aussie, but putting “DON’T WORRY, YOU’LL GET BACKPAY” on it complete with quotes reads as mocking the people saying shit like that to them.
It almost reads as if "so quit your bitching" should be the end of the quote.
I think the graphic on that coin helps assist the context of it mocking the government, but who knows. There's probably some bootstraps type out there with a coin that is thinking that exact thing.

Secret Service's original and other main job is investigating financial crimes, particularly counterfeiting. Yet another way Trump is endangering national security.

To be fair, at this point in our politics it wouldn't surprise me if trump tweeted out those coins saying something about them being 'very nice coins' and 'such honor wow' or what have you.
